The Privatization of Yznaga: A Timeline

April 12, 2023
Councilor Carlin officially asked the City to look into the parking situation on Yznaga.
Curious, councilors and citizens alike started driving down Yznaga to examine the potential problem.
Aside from a tremendous amount of construction at neighboring Miramar and Clarendon Court, some noticed there was suddenly fencing where there wasn’t before… including last summer.
According to Google Satellite Images going back at least 10 years, there’s always been some form of parking on Yznaga. (LINK)
Yznaga Avenue is close to Rough Point, Reject’s Beach and is basically a continuation of Rovensky Avenue which offers Resident Sticker Parking along the North Side of the street.

April 26, 2023
At the April 26th City Council meeting, the Interdepartmental Traffic Committee (ITC) returned their recommendation.
The ITC is comprised of city professionals who make recommendations to the city council on traffic related matters. Members of the ITC represent police, fire, public works and the planning board.
Their recommendation to the Council was to extend no parking on Yznaga along only the south side of the street for a stretch of 320 feet.
During the Council meeting, the homeowner at the end of Yznaga testified in front of the Council that when he bought the property there were signs on Yznaga that said “private road, no trespassing.”
He also stated that the City removed Private Road signage as there was a dispute over whether the road is public or private. He also claimed that people need to “back there car out onto Bellevue Avenue for me to get out of my driveway.”
Newport’s Fire Chief even testified that with parking on just one side of the street, they could get “emergency apparatus in.” VIDEO CLIP HERE
Despite all this, Councilor Carlin pushed through an amendment to ban parking all year long on both sides of Yznaga.
And it was supported by Councilors Holder, Aramli, and Napolitano.

Numerous citizens called or wrote to their Councilors to express disappointment with this decision but, for some, it feel on deaf ears.
A review of the City’s tax assessors’ map shows no private individual or organization is paying property taxes on this lucrative slice of land
And, when Councilor Ceglie asked the million dollar question: Does the City plow Yznaga? The resident said it did.
In a 4-3 vote, Councilors Aramli, Carlin, Holder, and Napolitano essentially privatized the road. VIDEO CLIP HERE
